The Arctic Fox is an omnivore which means that it feeds on both plants and animals. They usually feed on lemmings, voles, Arctic Hares, birds and their eggs, and carrion. In a food chain, vegetation is the producer. The primary consumer is the Arctic Hare (which is an herbivore) and the secondary consumer is the Arctic Fox which is an omnivore. The difference between a food chain and a food web, is that a food chain tells you what each animal eats in a given habitat. A food web shows the feeding links between the living organisms in the habitat.
